About our community Jay County Incorporated January 30, 1836. County seat: Portland Towns in Jay County Portland Portland, the seat of Jay County, is located in northeastern Indiana, ten miles from the Ohio state line. It is approximately midway between Richmond and Fort Wayne on U.S. Highway 27. According to the 2000 Census, the population of Portland was 6,437. Portland is the largest town in Jay County. Bryant Bryant was incorporated in December 1897. It is located north of Portland on U. S. Highway 27 in Bear Creek Township. In the 2000 census the population is reported as 272. Redkey Redkey was incorporated in September 1883. It is located southwest of Portland on Indiana Highway 1 in Richland Township. The 2000 census reported a population of 1,427. Salamonia Salamonia was incorporated October 6, 1876. It is located southeast of Portland at County Roads 400S and 600E in Madison Township. The population according to the 2000 census is 158. Dunkirk Population of the City of Dunkirk is 2,646 according to the 2000 census. Dunkirk was incorporated in June 1869. It is located southwest of Portland at the extreme western edge of the county on Indiana Highway 167 in Richland Township. City of Dunkirk residents are served by the Dunkirk Public Library. Cardholders may apply for reciprocal borrowing privileges at Jay County Public Library. Pennville The community was incorporated as Camden in 1854, and the name was changed to Pennville in 1892. The 2000 census reported a population of 706. It is located northwest of Portland on Indiana Highway 1 in Penn Township.
